MR Acoustics were appointed by Aviagen Ltd. to undertake a Noise Impact Assessment in support of a planning application for a proposed pedigree poultry rearing facility at Newbigging Farm, near Kinclaven, Perth.
The development comprises four modern poultry rearing sheds, associated mechanical plant, an on-site incinerator, and an emergency backup generator. The site is intended to operate on a 24-hour basis, with HGV movements restricted to daytime hours only.
Due to the rural setting and the proximity of nearby noise-sensitive receptors, Perth & Kinross Council required a detailed noise assessment to accompany the planning application (Ref: 25/00824/FLM).
The objective of the assessment was to evaluate the potential noise impact arising from the proposed development on nearby noise-sensitive receptors and to demonstrate compliance with relevant national guidance and local authority requirements.
The assessment was undertaken to:
Establish existing background noise levels at representative receptors
Assess noise from normal site operations and emergency generator use
Determine compliance with BS 4142:2014 + A1:2019 and Noise Rating Curve (NR) limits specified by Perth & Kinross Council
Identify whether mitigation measures were required to support the planning application
The assessment methodology and criteria were agreed in advance with the Council’s Environmental Health Officer
Background noise monitoring confirmed a low baseline sound environment, typical of a rural location.
Detailed acoustic modelling and assessment demonstrated that:
Noise from normal operational activities would result in a low impact at the nearest off-site residential receptors in accordance with BS 4142:2014 + A1:2019
Predicted plant noise levels complied with NR35 (daytime) and NR25 (night-time) criteria at all assessed receptors
Where higher noise levels were predicted at dwellings associated with the operation, internal noise levels were shown to comply with BS 8233:2014 guideline values
Emergency generator operation, assessed separately due to its infrequent and short-term use, was not considered to give rise to unacceptable noise impacts
Overall, the assessment confirmed that the proposed development would not adversely affect residential amenity.
The Noise Impact Assessment demonstrated that the proposed pedigree poultry rearing facility at Newbigging Farm can operate without causing unacceptable noise impacts on nearby noise-sensitive receptors.
The assessment concluded that the development complies with relevant planning policy, British Standards, and Perth & Kinross Council noise requirements, with no additional mitigation measures required beyond those already incorporated into the scheme.
The findings of the assessment provide robust technical support for planning application, which is awaiting determination at the time of publishing this case study.
